AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democratic processes just eight days before national elections.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
